Providing practical knowledge to SMEs and NGOs on national strategic and program documents about EU funds - PHARE "Civil Society 2004"
The main goal of the action is to provide SMEs and NGOs with practical knowledge of the basic strategic and programming documents for absorption of money from EU's structural funds, to present the opportunities provided by these funds and the specific funding mechanisms, as well as the specifics of developing project proposals.
The project will be developed on the base of the partnership between NASMB and CED. It will present the role and the priorities of the National Strategic Reference Framework and the operational programs to the small and medium-sized enterprises and NGOs from less developed Bulgarian regions.
The main project activities include:
- Studying the role, place and opportunities of SMES and NGOs within EU’s programs after 2007.
- Studying the experience of SMEs and NGOs from EU-8 countries in the process of preparation for and absorption of money from the structural funds.
- Preliminary study of the economic potential of the selected municipalities, in particular of business’ problems in the respective regions.
- Organizing 8 work visits to the municipalities with the aim to acquire knowledge of SMEs and NGOs in the selected regions – condition, problems, capacity.
- Studying the preparedness of the SMEs and NGOs to absorb money from the structural funds. The study will be conducted in the form of national representative quantitative survey.
- Filming 3-5 successful SME-implemented pre-accession funds projects /SAPARD, PHARE Program, National Innovation Fund, etc./.
- Identifying and training consultants in the selected regions who can provide support to the entrepreneurs in the process of preparation for and absorption of money from the EU structural funds.
- Organizing practical seminars /training/ targeted at improving the awareness of SMEs and NGOs about NSRF (its goals, priorities, purposes, development techniques), the operational programs Competitiveness and Regional Development, development of projects to be funded from the EU structural funds, capacity building for the absorption of funds.
- Publishing of a handbook and information leaflets in support of the small and medium business and NGOs on structural funds’ opportunities and the development of funding application projects.
- Organizing a final workshop with the representatives of public institutions – Ministry of Economy and Energy, Ministry of Regional Development, EASMEP.
- Dissemination of information and promotion of project activities and outputs.
The target group includes small and medium business representatives and NGOs from less developed or small Bulgarian municipalities as follow: Montana, Mezdra, Tryavna, Targovishte, Pernik, Razlog, Asenovgrad, Yambol.
