Analysis of atmospheric data as incoming data for DSS and delivering relevant knowledge to crisis management centers personnel.In November 2007 the work on Dangerous Atmospheric. Phenomena Monitoring System - MeteoGIS was completed.

System created with cooperation of The Institute of Meteorology and Water Management serves primarily for monitoring the current meteorological situation in the area of Silesian region and its immediate neighborhoods. It also has the ability to generate ultra short -

term forecasts concern monitoring atmospheric phenomena(up to 6 h). MeteoGIS is the only tool in Poland which characterizes such precision of meteorological information. MeteoGIS is feeded from several independent sources:

information on field and types of precipitations comes from Doppler meteorological radars (for Silesian region - radar is located on Ramza mountain in Czerwionka-

Leszczyny community) and, in case of radar failure or lack of readings, from ground network of precipitation posts. Basic data about the strength and direction of wind are also collected from meteorological radar or ground meteorological station. The only source of information on atmospheric shock is nationwide system PERUN.

After gathering information from teledetection posts, data is transmitted to the central collection in Warsaw, where using mathematical mezoscale model it is interpolated to the desire resolution and the forecast is prepared. MeteoGIS is monitoring following phenomenon:

 - rainfall (size, type, amount),

- atmospheric electricity discharges (thunder, lightning),

- wind (direction and speed)

In contrary to other meteorological systems MeteoGIS

characterize following parameters:

- spatial resolution up to 1 square kilometers (after

interpolation)

- time resolution receiving data up to 10',

- monitored area 240x240 kilometers

- generate forecast up to 6 h,

- possibility of generating warning according to the

scheme and the value of weather,

- ability to visualize the meteorological situation on any GIS layers

In the framework of the project on 24-25 October 2007 was held training for Regional Crisis Management. Center services and employees of Safety and Crisis Management Department.

One of the main objectives of the RIMADIMA project was to support the development of the existing Crisis Management Centers in the CADSES area, which contain in third Work Package (WP3). Safety and Crisis Management Department of the Silesian Voivodship Office in Katowice, as a polish project partner, was responsible for coordination and realization the whole package activity, which contained several different actions. The main topic of this package was "Improving of existing Crisis Management Centres". Setting up a server for collected data and data processing as environment for DSS 17th January 2007 Silesian Voivodship Office in Katowice delivered 17 computers for the community response centers purposes to ensure the working of exchange information system about events. Recipients of the computers were following communities:

Brenna, Cieszyn, Debowiec, Hazlach, Goleszow, Chybie, Istebna, Skoczow, Strumien, Ustron, Wisla, Zebrzydowice, Jelesnia, Koszarawa, Milowka, Rajcza and Ujsoly, which are located in designated project working areas.

31st July 2007 GIS workstation with professional ESRI ArcGIS software was purchase. This position is aimed at providing to Safety and Crisis Management Department the spatial data for the needs of power the map server and current department operating activity.

In December 2007 the position of spatial map server SMAP was given in use. It is meant to assist the work of Safety and Crisis Management Department in Silesian Voivodship Office in the administration of the spatial data (digital maps, orthophotomaps, etc.), analyze the spatial threats occurring or likely to occur in Silesian region and allows for cooperation and exchange of information between departments of Silesian Voivodship Office and subordinates administrative units as well as local units responsible for crisis management in self-governmental administrative units. It is a system designed specifically for the purpose of crisis management.

System allows for collection, updating, processing and sharing the spatial data in the form of layers of information, interactive maps and summaries; also collection and presentation of instructions, guidelines and procedures in certain crisis situations and other documents related to crisis management; analyzing the threats to the region on the basis of information collected from county CMC, managing positions of rescue services, mass media and others; collecting, exchanging and updating database related to crisis management acting at the same time as a platform for exchanging the information related to CM between CM departments and other departments and institutions.

Analytical features of SMAP allows for current analyze of the situation and it considerably assist the work of the department in the planning process for the purpose of crisis management, protection of the population, counteract the effects of natural disasters

and other incidents threatening public security.

System will allow editing geometric data and descriptive attributes from the web for the purposes of current activities related to crisis situation. Modular server system provides its openness and extensibility and control of access to data will enable support the groups of users with different rights.

"Developing of optimal working methods of Crisis Management Centre"

27 November 2007 the international workshop "Developing of optimal working methods of Crisis Management Centres" was held at the Silesian Parliament Hall in the Silesian Voivodship Office in Katowice with participation of project partners and foreign rescue services representatives. Also representatives of locale self-governmental administration (Directors of Crisis Management units), Voivodship HQ of the Police (Staff of the Police), Voivodship HQ of the State Fire Service, rescue services, guards, and inspections were present. The workshop included inter alia project RIMADIMA presentation, project

partner presentation describing the crisis management centers on different levels, the analyze of national reports related to crisis management system and RTE (Real Time Exploration) presentation.

29 November 2007 - presentation of functioning Silesian Voivodship Crisis Management Center, during which partners get familiar with applications working in Regional Crisis

Management Centers and procedures in crisis situations. It was followed by visit in the Municipal Crisis Management Centre in Katowice, where partners were introduce in specification of tasks on agglomeration level.

28 November 2007 - exercises of the units forming the crisis management system in Zywiec county (Ujsoly community), which topic was "Activity of community CMC in case of floods in mountainous area" as a part of the union project RIMADIMA implemented under INTERREG III B CADSES.
